Performance Management Framework

The Performance Management Framework helps everyone commissioning and managing substance misuse services understand what is needed and what works. Doing this is crucial to ensuring substance misuse policies and strategies are implemented effectively.

Our substance misuse strategy, Tackling Substance Misuse in Wales: A Partnership Approach, made clear that rigorous assessment of implementation was essential. The Framework provides the management information needed to ensure this happens. It also helps services to continue developing and provide more effective help.

The Performance Management Framework is being developed by the Performance Management Framework Project. This Project has three key deliverables:

1. All Wales standardised data collection & reporting system. This was achieved on 1 April 2005 when the Welsh National Database for Substance Misuse became operational.

2. All Wales Performance Indicators. This was achieved in August 2006 when the Key Performance Indicators for substance misuse treatment in Wales were published.

3. Research and Evaluation programme. This is ongoing.
